Prepare a Strategy for the Reform of Institutional and Legislation Water Sector

Description

In order to implement the recommendations of SWLRI in modernizing the water sector to achieve Iraq’s development goals, a number of legal and institutional reforms need to take place. But before robust recommendations can be made, a thorough review should be carried out of existing laws and policies. Then, once a review has taken place, a Legal and Institutional Reform Strategy (LIRS) can be written on how best to move forward with the structural changes that are so essential to the country’s future success. To carry out this review and draft the LIRS, two units will be formed: • An Institutional Reform Unit; and • A Legal Reform Unit. The Units will study current institutions and legislation, respectively, on water and related sectors. Their task is to provide recommendations on how best to amend existing structures or, if necessary, promulgate new policies or laws in order to implement the recommendations of SWLRI.

Needs

Over the course of the SWLRI project, it has become apparent that in order to implement many of the recommendations contained within the Master Plan and, thereby, realize the full benefits of SWLRI, a number of structural changes within the water sector need to take place. Not surprisingly given the scope and importance of the issue, these changes are needed on multiple levels, including both the legal as well as policy level. Indeed, these reforms are so crucial in the success of implementing SWLRI, they are in need of their own Legal and Institutional Reform Strategy, which is the impetus of this proposal.
